Public authorities 'should be accountable' for personal data

Companies and public authorities who are responsible for personal data should be accountable for their practises, a group claims.
The Open Rights Group, a non-governmental organisation (NGO), says the correct approach to handling personal data involves encryption to ensure
data security and correct
data storage and compliance, data minimisation and staff training.
"The loss of personal data will significantly affect the lives of those individuals who, as a result, are the victims of identity fraud and harassment," says Becky Hogge, executive director at the NGO.
Personal data is valuable and has to be handled responsibly, she adds.
Sixty-one per cent of marketing professionals say they have experienced a data breach over the last two years, where consumer data has been lost or stolen, a study commissioned by StrongMail and carried out by the Ponemon Institute found.
The incident was not reported to the affected customer in 90 per cent of cases as the firms were unsure about guidelines.
In August, a management and consulting firm working for the Home Office lost a memory stick holding data on tens of thousands of criminals.
And more recently, a hard drive was lost containing details of up to 5,000 prison staff in England and Wales.
